Reserve forces and territorial defense - tackled by AORR representatives during a workshop organized by the Center for Defense and Security Strategic Studies

On 19 March 2021, a workshop organized by the Center for Defense and Security Strategic Studies (CDSSS) of the National Defense University “Carol I” (ROU NDU) took place. Its aim was to analyze the most appropriate methods and techniques for adapting defense planning documents to the security challenges that occur in the contemporary geostrategic context. The workshop was led by the CDSSS Director and moderated by Col. Univ. Lect. Dr. Dan-Lucian Petrescu and Col. (r) CS III Dr. Crăișor-Constantin Ioniță.
The workshop was conducted in an online format due to Covid-19 restrictions and was attended by 49 persons – UNAp teachers, CDSSS researchers, experts from the Ministry of Foreign Affairs, the General Inspectorate of Police, the Defense Staff, the Institute for Defense Political Studies and Military History of the Ministry of National Defense and representatives from Armed Forces Services.
Based on the Partnership Agreement signed with the University, the Romanian Reserve Officers Association was invited to participate in this scientific event of great theoretical and practical relevance. We honored the invitation through our representatives, who brought to the attention of the Workshop participants priority issues of interest for AORR, namely the Reserve Forces and Territorial Defense.

Thus, Lt. Gen. (r.) Dr. Dan Plăvițu gave the presentation regarding “Reserve Forces – Quo Vadis”, an opportunity for a scientific approach to the field and a critical analysis of the current situation in the National Defense System, being seconded by 2nd Lt. (rz.v.) Cătălin Florea, who presented practical aspects regarding the problems of the voluntary reserve and the contribution of the voluntary reservists to the Association’s main actions. Maj.Gen. (r) Dr. Dan Florin Grecu drew the auditor’s attention to a topic that seems to be forgotten by policymakers and military planners, presenting a study entitled “Territorial Defense between paradigm and necessity.” The AORR contribution was supplemented by the timely and objective interventions of our colleague, Col. (r) Mihai Radu, especially on the aspects regarding the Defence Strategic Review and the national resilience. Last but not least, we appreciate the contribution of our colleague, Col. (r) Dr. Crăișor-Constantin Ioniță who, in his dual capacity as a researcher at the respective Center and a member of our Association, presented the subject “Strategy for developing the capabilities of the Romanian Armed Forces – 2040” and moderated the second part of the activity.
We appreciate the constant concern that ROU NDU and CDSSS have for improving research in the field of Military Sciences, congratulate our colleagues for their contribution to the event and continue our interest and openness to participate in similar events, designed to help clarify theoretical and practical issues that aims to improve National Defense.
