News about the CIOR activities during this year, after the virtual conference V-IBM1, attended by an AORR representative

On 16.01.2021, the Romaniaa Reserve Officers Association’s (AORR) representative, Col. (r) dr. Crăișor-Constantin IONIȚĂ, participated in the virtual session of the Virtual In-Between-Meetings (V-IBM1) of the Interallied Confederation of Reserve Officers (CIOR), held online, through the Zoom platform, as per measures taken at European level to prevent SARS-Cov 2 infection.

The main purpose of V-IBM1 was to prepare the work of the 2021 CIOR Virtual Mid-Winter Meeting (V-MWM) and to inform Associations’ members about the change of the Confederation’s legal status as a Non-Profit Organisation beingestablished under the Belgian law. Other objectives were: presenting the CIOR bank account situation, discussing the implementation of the Memorandum of Understanding (MoU) with the National Reserve Forces Committee (NRFC), establishing the future of the NATO Reserve Forces Platform (NMRN) from ACT, proposals for CIOR future presidencies and the organisation of the Summer Congresses and IBMs, possible activities for the 75th anniversary of the founding of CIOR and some IT issues.

Following the discussions and the persistent situation regarding the Coronavirus pandemic at European level, it was established that this year’s CIOR Mid-Winter Meeting will take place also virtually, between 19 – 21.02.2021, and the session of the 2021 Summer Congress will take place in Athens, Greece, if the pandemic situation allows it , in a period that will be transmitted later, after the Organisational Plan will be approved by the Greek Ministry of Defense.

During the conference, the AORR representative discussed with the Chairman of the Young Reserve Officers (YRO) Committee, Navy Capt. (r) Kyle Penney, the proposal on the possibility of organising the YROS Course in Romania, in June 2022, at the All-Arms Training School of Land Forces „Nicolae Bălcescu” from Pitești, as well as the approval received from the CHOD for carrying out the activity. Navy Capt. (r) Penney informed Col. (r) Ionita that the AORR proposal was discussed and approved during the last week’s YRO Committee meeting and the Course is included in the next year’s plan. He promised to send to the POC of our Association the list of administrative and educational requests from the Host Nation.

At the same time, Col. (r) Ionita had discussions with the German VP, being present at the activity, Mr. Sacha Rahn, who is also the representative of the German Federal Association of Reserve Officers (VdRBw), on the status of the draft Partnership Agreement between AORR and VdRBw, sent to the German association after MWM 2020. Mr. Rahn put Col (r) Ionita in contact with the VdRBw POC for International Relations, Mr. Krämer and promised to support our request.
