V-IBM4: AORR virtually participated in an important event of the Interallied Confederation of Reserve Officers
Between 2 and 4 July 2020, one representative of the Association of Reserve Officers in Romania (AORR), col. (r) dr. Crăișor-Constantin IONIȚĂ, participated at the Virtual works session of the Preparatory Meeting (In-Between-Meetings / V-IBM4) of the Inter-Allied Confederation of Reserve Officers (CIOR) held, for the first time in the history of the Confederation, in the virtual environment, through the Zoom platform, as a result of measures taken to prevent SARS-Cov 2 infection at European level.
The main purpose of V-IBM4 was to prepare the work of the CIOR 2020 Summer Congress and the take over – hand over of the CIOR Presidency between Great Britain and Germany. Other objectives were: discussing the future of the Confederation in the context of the Secretary General Jens Stoltenberg’s reflections launched on NATO 2030; revising the CIOR Constitution and By-Law and the legal framework for corporate status and concluding business contracts, future presidential teams and Summer Congress venues, organizing and conducting two pilot courses (Reserve Officers Workshop / ROW and Cyber Workshop), a three-year business plan and funding proposal. At the end of the meeting, the CIOR Committees presented their activity reports.
Following the discussions, it was established that this year’s CIOR Summer Congress will take place, if the pandemic situation allows it, in Tallinn, Estonia, between 26.09 – 02.10.2020 (without MILCOMP Competition and courses of the CIOR Language Academy).
During the sessions’ work, the AORR representative presented the approval received from the ROU CHOD on the possibility of organizing the YROS Course in Romania, in June 2022, at the “Nicolae Balcescu” Combined-Arms Training School of the Land Forces in Pitesti. At the same time, he held talks with representatives of the German Federal Association of Reserve Officers (VdRBw), regarding the possible signature of a Partnership Agreement between AORR and VdRBw during the Summer Congress.
The AORR delegate presented concrete proposals on the future of the Confederation in 2030 and the revision of the CIOR 3.0 Strategy. Representatives of the Member States were also asked to submit, as soon as possible, reports on the participation of reservists in the fight against Covid, changes in national association memberships and the intention to participate in a Working Group on MILCOMP, organized during the Summer Congress.
